Background:

In 2010, the Office of the Prime Minister initiated a close partnership with UNICEF Uganda and other humanitarian agencies to strengthen humanitarian preparedness and response. 

One of the objectives was to enhance the national supply and logistics system. In the existing system, the provided supplies were not always sufficient in quantity, timely or context specific to the exact needs of the population or to the nature of disaster. Also, there was a need to enhance a national coordination mechanism for supplies in order to rely less on international structures.
